    - This paper argues that, despite the optimistic expectations of the international community, of the resolution of Cyprus conflict between the Turkish and Greek Cypriots in the UN framework before the enlargement of European Union on the 16 of April 2003 could not realise. It is argued that the settlement and peace cannot be long lasting by giving up some land and municipal authority in return for both sides joining a federated state. Imposing a settlement on the two communities against their will is not likely to last unless an innonative approach to peace building besides the power mediation and structural change, is employed. It is suggested that a more proactive model of reconciliation- (Tree-model) is necessary if the goals of peace building are to be achieved over the longer run.
